INVITATION FOR TENDER:
 
PROCUREMENT OF BUSINESS FRIENDLY CERTIFICATION WEB-BASED SOFTWARE APPLICATION
 
 
1. SUBJECT OF THE PROCUREMENT
 
The subject of the procurement shall be designing, development and implementation of BFC SEE web-based software application, hosted in cloud, which will support implementation of measures defined in SEE 2020 Strategy, along with its testing and training of key users.
 
2. QUALIFICATION CRITERIA
 
The right to participate in this international tender belongs to all interested entities with experience in development of similar software solutions in the last 5 years.  
 
3. ATTACHMENTS - INTEGRAL PART OF THE OFFER
 
Bidders should attach the copy of the valid registration act, a copy of organisation’s statute / articles of incorporation; a copy of the final annual financial report for the previous year (balance sheet and income statement).
 
Bidders should attach the list of relevant projects reflecting experience in development of similar software solutions in the last 5 years. 
 
Bidders should attach  CVs of the key experts that will perform the tasks.
 
4. EVALUATION GRID
 
The evaluation of the submitted offers shall be done in such way that the overall results will follow the general rule:
1.      Technical Evaluation: 60% weight;
2.      Financial Evaluation: 40% weight.
 
5. CONTRACT EXECUTION
 
The contract is going to be executed from September  to December 2016.

7. DATA ON THE LANGUAGE OF THE BID
 
The bid must be written in the English language.
 
8. MANNER OF BID SUBMISSION AND THE DEADLINE
 
Tenders must be submitted using the double envelope system, i.e. in an outer parcel or envelope containing two separate, sealed envelopes, one bearing the words "Envelope A - Technical Offer" and the other "Envelope B - Financial Offer". All parts of the tender other than the financial offer must be submitted in Envelope A.
Each technical and financial offer must be placed in a single sealed envelope, itself placed in a package or outer envelope. The inner envelope must bear:
a) The address indicated in the tender documents for the submission of tenders
b) The word “Not to opened before the tender-opening session” written in the language of the tender documents and in the local language
c) The name of the tenderer

Any infringement of these rules (e.g. unsealed envelopes or references to price in the technical offer) is to be considered a breach of the rules, and will lead to rejection of the tender. If the bidder does not meet the qualification criteria, the second envelope will remain unopened.
A bid shall be deemed timely if it has been received by the Client until 29th August 2016. by 17:00 h.

Bids shall be deemed timely if they were received by the Client by the specified deadline, irrespective of the manner they have been sent.
 
9. PLACE, TIME AND MANNER OF BID OPENING
 
Bids shall be opened in public at the NALED’s address, immediately upon expiry of the submission deadline, on 30th August 2016 at 9:00h.
 
10. CONDITIONS UNDER WHICH BIDDERS MAY PARTICIAPTE IN THE BID OPENING PROCEDURE
 
Bidders may attend the bid opening procedure in person or through representatives authorized by bidders that shall be obliged to submit to the Client’s committee a written authorization for participation in the bid opening procedure before the commencement of the bid opening procedure.
 
 11. DEADLINE FOR PASSING A DECISION
 
Deadline for passing a decision on contract award shall be 5 (five) days from the date of the bid opening procedure. The Client shall submit the decision on contract award to all the bidders that participated in the procedure.

13. BID VALIDITY
 
The bid validity must be at least 45 days from the day of bid opening.
 
14. REQUIREMENTS IMPORTANT FOR BID ACCEPTABILITY
 
The offered services must comply with the requirements of the Client and specified technical characteristics in all aspects, otherwise the bid is going to be rejected as unacceptable.
 
15. DEADLINE
 
The deadline for the implementation of the subject of the procurement is 31st December 2016.
 
16. PRICE
 
The offered price must be expressed in EUR currency, and the conversion in RSD shall be made based on medium exchange rate of the NBS at the payment date.
